Advancing the Frontiers of our Mission

CRDF Global kickstarted a year of expansion in 2023 by announcing the grand opening of its newest regional hub in the Philippines. Having operated throughout Southeast Asia for years in support of hundreds of institutional partners, the volume of work in CRDF Global’s existing portfolio and the steadily increasingly demand for digital resilience expertise in the region signaled the prime opportunity to establish a sustained local presence. 

In March 2023, CRDF Global was honored with the presence of local government officials and customer representatives at the ribbon-cutting ceremony held in Manila. As the newest members of the CRDF Global family, our Manila-based staff immediately demonstrated their commitment to our mission, full embodiment of our values, and impressive capability to address funder priorities as well as support our ongoing internal initiatives. With the addition of our Southeast Asia team, we can truly say that the sun never sets on CRDF Global, and our commitment to creating a safer and more secure world is nonstop.

CRDF Global marked a second milestone in 2023 with the closing of its first acquisition, of the Development Innovation Group (DIG), a small and privately held firm with a strong legacy of providing innovative and highly trusted development solutions to the worldwide development community. With the closing of the DIG acquisition in July, CRDF Global positioned itself where our teams can have the most positive impact on the world, at the critical nexus of security and development.

Together as one global team, operating across continents and with complementary capabilities that span the full spectrum mission needs, the growing CRDF Global family is more diverse than ever, stronger than ever, and united in our growing mission to create a safer and more secure world.

Building Resilience with LeadX Change

The LeadX Change regional leadership accelerator program and international conference  supports nonproliferation, countering disinformation, and sanctions compliance programing. CRDF Global partnered with LeadX Change in 2023 to host 200 participants from 18 countries and tackle pressing challenges related to global affairs, leadership, strategy, negotiation, digital diplomacy, and countering disinformation. Programming included a discussion on sanctions as a tool of statecraft, particularly for Russia, and a presentation on emerging technologies and security to highlight technologies with dual-use applications. Programing built on previous CRDF Global engagements in Georgia to strengthen resilience against Russian disinformation and malign influence.

Enhancing Cybersecurity in Ukraine

CRDF Global, through its longstanding operations in Ukraine, has made significant contributions to Ukraine’s cyber defense efforts. In 2023, through a collaboration with the Economic Security Bureau of Ukraine (ESBU) and in partnership with the U.S. Department of State, CRDF Global achieved a milestone in fortifying the cyber resilience of Ukraine’s public sector. Twelve cutting-edge laptops, meticulously designed to withstand even the most complex and unpredictable conditions were delivered to ESBU analysts and investigators at both territorial branches and the central apparatus, enabling effective operations at every level of ESBU.  CRDF Global’s assistance underscores its commitment to enhance Ukraine’s cyber resilience and security.

Exploring New Frontiers in Sanctions

In order to navigate and comply with the various sanctions levied against Russia, corporations and organizations require up to date tools and data. In 2023, CRDF Global partnered with Moody’s Analytics and the U.S. Department of State to implement a series of global sanctions conferences, offering education on international sanctions frameworks, implementation mechanisms, and risk-based approaches. CRDF Global provides tailored compliance training around the world to address: improving sanctions implementation, evolving methods of capturing dynamic sanctions, continuous tracking of sanctions risk exposure through due diligence, perpetual Know Your Customer checks triggered by real-time risk events, and compliance course of action.

Training on Chemical Attack Prevention

The ability to detect and prevent Rudimentary Chemical Weapons (RCW) attack planning, preparation, and execution is a critical security requirement throughout the Middle East. In 2023, working in support of the U.S. Department of State’s Office of Cooperative Threat Reduction, CRDF Global organized the Conference to Prevent Rudimentary Chemical Weapon Attacks in the Middle East. Over 20 representatives from various Iraqi and Jordanian ministries, law enforcement, and government agencies attended the event to deepen their knowledge of evolving chemical threats. Throughout the conference, participants received training to identify chemicals of concern, recognize pre-attack indicators, and demonstrate the importance of national and international communication.

Sharing Chemical Security Best Practices

In February 2023, the Organization for the Prohibition of Chemical Weapons (OPCW), with UAE’s Executive Office for Control & Non-Proliferation (EOCN) organized the Advanced Seminar on the Chemical Weapons Convention and Chemical Safety and Security Management for Member States of the OPCW in the Asia Region. With the goal of enhancing the capacities of National Authorities and chemical industry associations in Member States of the OPCW in the Asia region, CRDF Global gave a presentation on monitoring and evaluation best practices in chemical security projects and how knowledge gains and outcomes are most effectively measured.

Empowering Chemical Security Networks

Through the Chemical Security Fellowship Program for University Chemists, CRDF Global has worked with local leaders in the Philippines to build an ever-growing network of expertise and protect chemical resources from dangerous activities. In 2023, CRDF Global implemented an eight-month training program designed to protect the Philippines from dual-use chemicals in the hands of dangerous non-state actors. Mr. Venchie Badong, Associate Professor at the University of the Immaculate Conception, used his experience to design and lead chemical security trainings. He installed chemical inventory management systems (CIMS) in 15 laboratories and trained local staff on best practices for preventing hazardous chemical theft.

Cybersecurity & Digital Resilience

Enhancing Indo-Pacific Cyber Resilience

Recognizing the significant rise in regional cyber threats and the need to develop robust cybersecurity measures, CRDF Global in collaboration with Mandiant Inc brought together 33 cybersecurity practitioners for a comprehensive hands-on cybersecurity workshop in Manila, Philippines. The initiative aimed to equip participants with critical knowledge and skills to combat evolving cyber threats that could potentially disrupt trade. The workshop, entitled “ThreatSpace Workshop: Cyber Capacity Building for Highly Trafficked Ports,” included programming to address enhancing cyber defense capabilities, promoting secure ports and resilient supply chains, and building cyber resilience across organizations.

Curbing North Korean WMD Proliferation

In support of the strategy outlined and funded by Global Affairs Canada (GAC) to implement United Nations Security Council sanctions, CRDF Global helped build the capacity of key sanctions enforcement stakeholders and IT staff to counter the Democratic People’s Republic of Korea’s (DPRK) proliferation activities. CRDF Global Counterproliferation projects under this agreement included a series of workshop trainings, remote trainings, e-learning courses, and a study tour for compliance professionals, as well as the sharing of best practices on sanctions compliance and risk management.

Building DPRK Sanctions Online Resource

In support of the U.S. Department of State Export Control and Related Border Security (EXBS) Program, CRDF Global has developed many educational resources designed to build capacity on individual and institution levels to counter techniques leveraged by malign actors to evade UN sanctions In 2023, EXBS and CRDF Global launched the North Korea Sanctions website, the premier source for information on complex non-proliferation sanctions concerning the Democratic People’s Republic of Korea (DPRK). The website provides an inclusive, free, and searchable synthesis of open-source information on UN sanctions, serving as a valuable resource for both government officials and private sector professionals.

Discussing the Future of Radiation Medicine

In West Africa, CRDF Global has helped highlight the challenges and opportunities in the overlap between healthcare and nuclear technology. In 2023, CRDF Global and Ghana’s Ministry of Health co-hosted of experts in Accra, Ghana, for the In-Person Symposium on Improving Access to Radiation Medicine in West Africa. Among the discussions on the existing landscape of radiation medicine, potential areas of collaboration, and how barriers to radiation medicine could be reduced, participants also discussed how the Sustained Dialogue on Peaceful Uses (SDPU) initiative can enhance existing work and enable new projects to increase access to radiology and radiotherapy in West Africa and advance the UN’s Sustainable Development Goals.

Promoting Radiation in Cancer Care

As part of the Sustained Dialogue on Peaceful Uses (SDPU) initiative to promote the applications of nuclear science and technology in the fight against cancer,  CRDF Global hosted a side event at the African Organization for Research and Training in Cancer (AORTIC) Conference in Dakar, Senegal. Participants of the side event discussed the use of radiation medicine to improve cancer care and treatment in developing states. Their discussions identified equipment maintenance and workflow, patient experience, and public education and outreach as key areas with potential for meaningful improvement to expand access to radiology and radiotherapy.

Fortifying Financial Institutions

In recent years, North Korea has targeted financial institutions across Latin America with phishing and cyberattacks. In 2023, CRDF Global convened a training workshop in San José, Costa Rica to counter North Korean efforts by informing participants on topics such as the global cyber threat landscape, state-sponsored cyber actors, incident response, and threat hunting. Cybersecurity and IT professionals from the region gathered for a presentation on region-specific case studies; a presentation on mitigation best practices; a full-day workshop on intelligence-led threat hunting featuring tabletop exercises; and in-depth discussion between trainers and participants.

Building Counterproliferation Champions

As part of its mission to build counterproliferation finance regional champions in Latin America and the Caribbean, CRDF Global welcomed nine finance professionals to Washington, D.C. for a one-week study tour to learn about Democratic People’s Republic of Korea (DPRK) proliferation finance activities and risks in financial institutions of Latin America and the CaribbeanParticipants attended trainings on DPRK proliferation and sanctions evasion activities, counterproliferation finance, anti-money laundering, counterproliferation finance in the maritime sector, cryptocurrency fundamentals, and cybersecurity best practices. These trainings served as a basis for roundtable discussions and participants’ final research project and webinar.

Leading Grant-Writing Workshops

In tandem with the Oswaldo Cruz Foundation, the National Institute of Allergy and Infectious Diseases’ Office of Global Research (OGR) hosted a successful grant writing workshop in Brazil that provided Brazilian principal investigators with the opportunity to improve their grant writing skills, so they are better able to receive funding for future projects. The initiative included three different virtual presentations hosted by expert grant writing mentors and in-person expert guidance to improve participants’ own grant proposals. The OGR saw significant improvement in later submitted proposals.

Hosting Global Leaders

In 2023, CRDF Global welcomed over 200 leaders from 83 countries on 22 International Visitor Leadership Program (IVLP) projects on behalf of the U.S. Department of State. IVLP projects addressed a wide range of topics including women in STEAM entrepreneurship, rule of law and the U.S. judicial system, U.S. agricultural trade and food safety, climate change and biodiversity conservation in the U.S., and the fight for marriage equality. During participants’ visit to the U.S., CRDF Global engaged 40 local communities across the country to share best practices, leading expertise, and build lasting people-to-people ties between the U.S. and participating countries.

FAST TB

sanIn partnership with the US National Institute of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID), CRDF Global launched the FAST TB initiative, designed to accelerate the development and implementation of innovative tuberculosis treatments by fostering effective communication, coordination, and collaboration among stakeholders and researchers. In 2023, CRDF Global’s FAST TB Coordinating Center hosted the FAST-TB Stakeholder Meeting at the Union Conference and the Inaugural Scientific Advisory Board Meeting, inviting global TB experts to collaborate to accelerate the development of new TB treatments. FAST TB also launched a website to provide information about its initiatives and make its mission accessible worldwide.

Expanding Our Regional Presence

Official Southeast Asia Regional Hub Opening

In March 2023, CRDF Global officially opened its South East Asia Regional Hub office in the Philippine capital of Manila to support CRDF Global’s expanding programs in international security cooperation, global health, cybersecurity, economic development, and international exchanges.  

After operating in the region for years, the establishment of the Manila-based office and team enabled the company to more effectively implement its partners’ strategic priorities, with the oversight, knowledge, and networks of a local team.  

The office also serves a key milestone in the growth and globalization of CRDF Global’s infrastructure, bringing a true 24/7 operational tempo and constant level of support to the organization’s missions.  

The official ribbon cutting celebration was held on March 22, well attended by key representative of our partner organizations and local diplomatic staff. In that same month, the Manila team hosted a series of cybersecurity events, quickly establishing a reputation for agility and excellence with its local partners and stakeholder communities.  

DIG Acquisition

In July 2023, CRDF Global acquired Development Innovations Group (DIG), an international development firm, to increase its capabilities and deepen the impact of its missions at the nexus of security and development. 

2005

DIG’s Beginnings

The Development Innovations Group (DIG) is founded to support financial inclusion; urban, water, and infrastructure services; and fund management throughout the Middle East and North Africa, Asia, Latin America and the Caribbean. DIG signs its first contract with Tameer Bank in Pakistan, to help it design and launch financial products and services to low-income, unbanked Pakistanis.

DIG Expands Its Contract Portfolio

The Bill & Melinda Gates Foundation awards the first of several contracts to DIG in housing microfinance. Three additional global contracts follow: Urbis, an Urban Capacity Laboratory; the Urban Advisory Program; and the Global Program for Inclusive Municipal Governance (GPIMG). DIG’s role under GPIMG was to manage the Foundation’s $25 million portfolio of projects supporting the development of inclusive urban policies and practices in 13 African cities.

DIG’s First Contract in Haiti

Following the 2010 earthquake in Haiti, DIG is awarded its first contract in Haiti, the Emergency Capacity Assistance Program, as a subcontractor to Habitat for Humanity International, to support with reconstruction.

DIG Wins Municipal Waste Recycling Contract

Under the USAID Making Cities Work contract, DIG wins contracts to implement Municipal Waste Recycling in Indonesia, the Philippines, Sri Lanka, and Vietnam and the Water, Sanitation, and Hygiene (WCP) Coordination Project in Nigeria.
