Summary
CRDF Global is seeking qualified individuals, consulting firms, academic institutions, or organizations with demonstrated expertise in U.S. defense trade, security cooperation, defense acquisition, export controls, and related fields to develop a practical guidebook for foreign partner-country defense acquisition professionals. The guidebook will provide clear, accurate, and operationally useful guidance on U.S. defense trade programs, including Foreign Military Financing (FMF), Foreign Military Sales (FMS), Direct Commercial Sales (DCS), technology transfer, export controls, and acquisition planning. The final product will be designed for translation and use during international engagements and workshops.
Scope
The selected offeror will research, draft, revise, and finalize a comprehensive guidebook that:
- Explains U.S. defense trade programs, processes, and requirements.
- Covers FMF, FMS, DCS, technology transfer, export controls, and defense acquisition planning.
- Includes practical tools such as process maps, checklists, glossaries, comparison tables, examples, and case studies.
- Is suitable for translation and use by foreign military and civilian acquisition professionals.
- Is developed in coordination with CRDF Global and subject to review and approval by CRDF Global and ACN/CTR.
