Senior Director, Security Assistance

James “Jim” Overbye brings more than 30 years of experience in leadership and management in the military, government, and private sectors, focused on national security, security assistance, and defense.  Most recently Jim served as a Director with SAIC where he was responsible for SAIC’s Defense Threat Reduction Agency portfolio, providing advisory and assistance services to the Research and Development, Nuclear Enterprise, and the Strategic Integration Directorates. Prior to this, Jim supported the Joint Improvised Threat Defeat Organization to facilitate the development and fielding of systems to counter improvised threats, improvised explosive devices and small unmanned aerial systems.Jim has extensive international and security assistance experience gained during a 29-year career as an Army Infantry and Counterproliferation officer serving in key leadership and operational roles. Highlights of his career include peacekeeping, counter-narcotic, border surveillance, and security assistance missions with numerous organizations and units in the continental United States, Europe, Central America, Middle East, and South Asia. Jim holds master’s degrees in biodefense from George Mason University and administration from Central Michigan University, and a bachelor’s degree in microbiology from the University of Wisconsin – La Crosse.
