Background:  

CRDF Global has implemented Cooperative Grants Program (CGP) activities in Ukraine since 1997. Through competitively selected research projects of joint U.S.-Ukraine research teams, the CGP provides opportunities for Ukrainian scientists to perform world-class research while learning the skills and standards necessary to pursue international research funding. To date, CRDF Global has supported over 300 collaborative research grants between U.S. and Ukrainian scientists. These projects have engaged more than 2,250 Ukrainian scientists, researchers, and students.  

 

Scope of Work: 

As part of the proposal review process for CGP competitions, CRDF Global requires the services of an subject matter expert versed in assessing dual-use scientific capabilities. CRDF Global annually reports on the number of dual use scientists from Ukraine engaged in its efforts, and therefore requires a dual use assessment of each proposed team member. This work includes: 

  • Review of all proposal CVs (+/- 300 CVs) 
  • Assessment of each team member reflecting a dual-use level 
  • Justification of ranking for each scientist.   

 

Period of Performance:  

March 1, 2022 – May 1, 2022 

 

Task 1: Dual Use Assessment 

Task 1 Deliverable(s): 

  1. Provide an assessment of each team member’s dual use level 
  1. Review all CVs provided by CRDF Global team members 
  1. Provide a dual-use level ranking for each individual proposal team member (ex. High, Medium, Low). Team members should be grouped by proposal team.  
  1. Provide a written justification of ranking for each individual 

Task 1 Level of Effort: Approximately 37.5 hours 

  1. Review of each proposal team and ranking (Approx. 45 minutes per proposal | 22.5 hours) 
  1. Justification for each proposal team (Approx. 30 minutes per proposal | 15 hours) 

 

Proposal Requirements:

Each proposal must include:

  • Resume / CV
  • Cost proposal / Hourly Rate

 

Timetable:

Sunday, February 27, 2022, 5:00pm EST:                RFP submissions due

Monday, February 28, 2022, 5:00pm EST:                Contractor selection made

Tuesday, March 1, 2022:                                            Contract start date

 

Contractor Selection Criteria:

CRDF Global will select the contractor that provides the best value in terms of overall price and experience.

  • The email subject must state: Dual Use Subject Matter Expert RFP.
  • Must be submitted as electronic documents in PDF, Word or Excel format.
